PURPOSE:To attain the processing in the unit of words by allowing only a data sampled at an interval of 2<n> being a reference picture element, a coded picture element and a decoded picture element to access to a picture memory, applying processing to the data and masking the bit. CONSTITUTION:A picture reduction memory 1 is accessed by a data sampled at an interval of 2<n> in a main scanning direction, and the control of the sampling interval and the sampling start point is conducted by a reduced control signal 16. In general, in the case of the sampling interval of 2<n>, sampling patterns of 2<n> ways exist and a picture data is stored in reference picture element registers 4, 5, 6 and a coded picture element register 4 in each sampling pattern. A data making an unnecessary data by means of a mask pattern 22 is given to a picture element mask shift register 3 and the data is given to a ROM 10 to allow only the required data to be accessed and the access in the unit of words is realized.
