PURPOSE:To stably improve water quality, by correcting a control signal for the injection rate of an oxidizing agent in accordance with the detection result of solar energy in such a manner the injection rate of the oxidizing agent meeting the decomposition and decrease of the oxidizing agent by the solar energy is attained. CONSTITUTION:An injector 2 which injects the oxidizing agent such as gaseous chlorine into a treatment tank 1 and a control means 3 which outputs the injection control signal to control the injection rate of the oxidizing agent by the injector 2 are provided. A solar energy sensor 7 detects the quantity of the solar energy and a correcting means CM corrects the above-mentioned injection control signal in accordance with the detection result by the sensor 7 in such a manner that the injection rate of the oxidizing agent meeting the decomposition and decrease of the oxidizing agent by the solar energy is attained. As a result, the desired water treatment by the injection of the oxidizing agent is staby executed at all times even when the treatment tank is installed outdoors and is exposed to the sun light.
