PURPOSE:To provide the titled such treatment that a fuel oil is made passed through a coil imparted with electric charge by highly weak current under alternate current-high voltage followed by combustion to improve the combustion performance of said fuel oil as well as markedly enhance both the heating performance and thermal efficiency of the combustor. CONSTITUTION:For example, the feed pipe for fuel oil for a boiler is equipped with a liquid ionization unit 1, and the coil 6 of said unit 1 is imparted with electric charge by 6,000V, 60Hz and 1.0mA of alternate current-high voltage- highly weak current, and then the fuel oil passing through the unit 1 is treated. During this process, it is estimated that said fuel oil is subjected to electrical treatment such as ionization to effect activation of the electrically neutral oil molecules, thus promoting atomization of said oil molecules. Thence, the resultant fuel oil is introduced into a burner, being combusted to operate the boiler.
