PURPOSE:To immobilize fine particulate powder in a porous substance with excellent water resistance without impairing characteristics and function of the fine particulate powder, by applying a dilute solution or dispersion of an acrylic resin containing the fine particulate powder to a porous substance, drying the applied coat and insolubilizing the acrylic resin. CONSTITUTION:A dilute solution or dispersion of an acrylic resin, preferably low-temperature crosslinking type acrylic acid ester copolymer containing fine particulate powder, e.g. powder such as adsorbent, germicide, etc., in preferably 5-15wt% concentration is applied to a porous substance, e.g. polyvinyl acetal, etc., and then the resultant coat is dried to insolubilize the afore-mentioned acrylic resin and immobilize the fine particulate powder on the porous substrate.
