PURPOSE:To improve operability by inputting an extension telephone number and an instruction code or a time zone from a maintenance console by a control means, and sending out a howler tone to a telephone set in a lock-out state for an fixed time. CONSTITUTION:When the telephone set of the telephone set in the lock-out state and a howler tone sending instruction code are inputted from the maintenance console 9, a processor 22 refers to information in a main storage device 7 and drives a signal receiving and distributing device 23 to connect an exchange network 4 for a certain time, thereby supplying the output of a howler tone generator 6 to the wiring 5 of the telephone set. Consequently, the howler tone is sent out to the telephone set in the lock-out state for a fixed time. When the time zone is set on the maintenance console 9, the processor 22 performs time control and detects the telephone number of the telephone set in the lock- out state automatically in the set time zone. Then, the howler tone is sent out to the telephone for a fixed time similarly as mentioned above.
