PURPOSE:To uniformize a developer by stopping a developing sleeve temporarily and rotating a magnet roll for the agitation of a developer for a prescribed time after the exposure of an optical means. CONSTITUTION:The developing sleeve 2 is stopped and the magnet roll 3 is rotated after a latent image is developed, and then there is no conveying force for the developer 9 because the developing sleeve 2 stops rotating and the developer 9 becomes easy to roll by the rotation of the magnet roll 3, so that the napping of the developer 9 controlled by a blade 4 becomes high. Namely, a developer which flows out onto the developing sleeve 2 from the blade 4 increases in amount, so the developer in a developer chamber 10 decreases in amount correspondingly and the pressure to the developer 9 in the developer chamber 10 is reduced. The developer 9 in the developer chamber 10 becomes easy to roll by the rotation of the magnet roller 3. Consequently, the developer 9 forming a magnetic brush layer on the developing sleeve 2 is mixed and agitated with the developer agitated in the developer chamber 10 when reaching the developer chamber 10, so that a uniform developer is obtained.
