PURPOSE:To always attain a stable and satisfactory cleaning function by arranging a control means, from which the interval from an image carrier is changed, near a toner layer forming member to prevent toner from overflowing from a cleaning device even at the time of occurrence of jam. CONSTITUTION:In the cleaning device, a magnet roller 5 is arranged above a cleaning blade 3 in the running direction of a photosensitive body 1 and at an interval gamma apart from the photosensitive body 1, and a toner layer thickness control roll 4 is arranged at an interval delta apart from the magnet roller 5. The control roller 4 is so constituted that its radius is equal in the part from a point D to a point B through a point A and is proportionally increased from the point B to a point C and is proportionally reduced from the point C to the point D. Thus, the toner layer is brought into contact with the photosensitive body in the range of delta>gamma but is not brought into contact with it in the range of delta<gamma, and the toner layer is not brought into contact with the photosensitive body during a quarter of one rotation of the control roller. Consequently, the non-contacting part is used to allow the toner to escape though a large quantity of toner infiltrates into the cleaning device.
