PURPOSE:To provide a static crushing agent which is composed of a nearly cylindrical molded product, enables water to uniformly penetrate thereinto, is well reactive, can be filled into holes in a large amount and has excellent crushing power, by incorporating water in a hydratable swelling material mainly composed of CaO. CONSTITUTION:1-20wt% water is added to a hydratable swelling material mainly composed of CaO. The mixture is introduced into a mold which is kept at 0 deg.C or below, and press-molded to obtain a static crushing agent composed of a cylindrical molded product having an apparent density of 1.5-3.0g/cm<3>, a length of 30-100cm and a diameter of 85-95% of the inner diameter of a hole provided in a material to be crushed.
