PURPOSE:To make it possible to facilitate the manipulation of various urging members by means of artificial operation, in an urging device in a hydraulic system such as a power steering system or the like, by providing a mechanism for externally releasing an urging member when externally applied fluid pressure or the like is extinguished due to abnormality. CONSTITUTION:In such a condition that a drive and urging section 3 including a pressure generating part 30 for energization by fluid pressure and cylinders 31, 31 may not drive movable seat parts 2, 2 fitted on a part 4 to be urged, when a steering wheel 7 is turned, and part 4 to be urged is moved in the axial direction through the meshing between a pinon 71 and a rack 403 under a condition in which hydraulic assist force is extinguished. In this phase the movable seat part 2 forward of the part 4 to be urged in the moving direction thereof, comes off from a locking part 10 in a base section 1 since no hydraulic action, and a spring member 5 for return to the neutral position, is left to be in a condition in which the original compression L1 is still held. In this condition no steering resistance due to the urging force of the spring member 5 is effect, thereby it is possible to facilitate manual steering operation.
