PURPOSE:To make the toll of a line unnecessary, by judging the normality of the line by detecting a call signal due to an outgoing call. CONSTITUTION:The outgoing call is issued from the transmission part 310 of a host computer 200 or a telephone set 225, and the detection and the count of the call signal for the outgoing call are performed at a detecting part 330 without connecting the line by the control of a main control part 361. When the call signal is detected, it is judged that the line is normal.
