PURPOSE:To obtain a hair cosmetic, containing a fluorine based surfactant and quaternary ammonium salt and/or amino acid based cationic surfactant and capable of providing light finishing properties so as to wave in a wind and coherency. CONSTITUTION:A hair cosmetic containing 0.05-10wt%, preferably 0.1-5wt% fluorine based surfactant expressed by formula I (n is 4-18; R1 is CnF2n+1CF= CH-CH2, 1-3C alkyl, benzyl, cinnamyl, etc.; R2 and R3 are 1-3C alkyl, benzyl, cinnamyl, etc.; X1 is halogen or 1-2C alkylsulfuric acid) and 0.05-10wt%, preferably 0.1-5wt% quaternary ammonium salt and/or amino acid based cationic surfactant expressed by formula II (R5 is 10-24C alkyl, hydroxyalkyl, etc.; R6 is part of R5; R7 and R8 are 1-3C alkyl, benzyl, etc.; X2 is X1).
