PURPOSE:To improve tension control accuracy by detecting tension corresponding to tension applied to a sheet-shaped material from torque generated by an electric motor to drive a winding machine, and controlling said torque so that the detected tension will agree to target tension torque. CONSTITUTION:A tension current corresponding to rewinding or winding tension is detected by a tension current detecting device 31. In order that the tension current will agree to a target tension current corresponding to target rewinding or winding tension, a correction amount used for correcting the target tension current is operated in a reference current correction amount operation device 32. From the correction amount and the aforementioned target tension current, a reference current value applicable to a current control device 11 is generated with a reference current value generation means. The reference current value so generated is added to the current control device 11. This control device 11 controls an armature current. According to the aforesaid constitution, torque generated by an electric motor 10 is controlled, thereby enabling the control of the tension of the winding or reqinding machine.
