PURPOSE:To obtain a primer composition effective in improving the adhesivity of a polyurethane adhesive or sealant for plastics, metals, etc., by compounding a specific polyol compound with a specific polyisocyanate compound and a catalyst. CONSTITUTION:The objective primer composition can be produced by compounding (A) a polyol compound having an average hydroxyl group number of >=4 and preferably based on an epoxy-modified resin with (B) a polyisocyanate compound having >=2 (preferably >=3 and >=15wt%) isocyanate groups directly bonded to an aliphatic group and (C) a catalyst selected from zinc stearate, dibutyltin dilaurate, etc.
