PURPOSE:To manage the storage area of a data at an optimum state by controlling the input restriction to a medium conversion module based on the input restriction value corresponding to the classification medium conversion obtained from the medium conversion classification table. CONSTITUTION:A terminal medium classification table 9 storing the classification of medium of terminal equipments 1, 2 and the medium conversion classification table 10 storing the input restriction value to the converted medium classification are prevented in the medium converter 3. The terminal medium classification table 9 is referenced at the start of communication to decide the medium classification of transmission/reception side terminal equipments 1, 2 and the medium conversion classification table 10 is referenced to decide the input restriction value to regulate the input data to the medium conversion based on the medium type of both the terminal equipments 1, 2. Thus, the data to be transferred to be transferred to the terminal equipment at the reception side is stored economically corresponding to the conversion type between different media.
