PURPOSE:To improve an error rate so as to be able to record and reproduce low speed data without changing the recording rate of a digital data recorder by recording the data plural times at the time of recording and providing a majority decision circuit which executes the decision by majority among same data at the time of reproducing. CONSTITUTION:Input data is buffered in picture memories 1 and 2 so as to absorb the difference of data rates. An output is switched by a multiplexer (MPX) 3 and transmitted to a code circuit 4 in the number of times corresponding to the data rate in order to be recorded in a tape head running system. At the time of reproducing, the error correction is executed by using an error correction code in an error correction circuit 6 and the decision by majority is executed according to the recording times in the majority decision circuit 7 so as to output the data. In case of reproducing a magnetic tape where the data to which recording times are different is successively recorded, a majority decision picture is outputted in times when the decision by majority is possible and one optional picture is outputted when the number of times is small without reconstruction. Thus, the code error rate can be improved and the usual rate can be used without changing the recording rate of the digital data recorder.
