PURPOSE:To retain turbine inflow steam quantity not to be less than the necessary lowest output (power purchasing contract output value with power corporation) of a turbine-driven generator by automatically switching a process steam pressure control signal according to a turbine inflow steam quantity signal to control a process steam pressure valve. CONSTITUTION:According to an output signal of a turbine first stage after- pressure transmitter 7 provided on a turbine 9 for driving a power generator 10, a turbine inflow steam quantity adjuster 8 is controlled to adjust an output of the power generator 10. At this time, a turbine inflow steam quantity corresponding to a power generator necessary lowest output value of the pressure transmitter 7, that is, power purchasing contract output with power corporation is set as a set value by a set mechanism 11, and the set value is compared with an output value of the pressure transmitter 7. According to a deviation, an inflow steam quantity adjusting signal of the turbine inflow adjuster 8 is adjusted, and when the deviation is decreased, according to a control signal from the adjuster 8, a process steam pressure control valve 4 is controlled through a selector 3.
