PURPOSE:To grasp the local axial tension acting on a hollow steel pipe as average axial tension at a remote area, by fixing a leading end fixing metal fitting to one end of the hollow steel pipe and fixing a plurality of intermediate fixing metal fittings in the hollow steel pipe at a predetermined interval. CONSTITUTION:An leading end fixing metal fitting 22 is fixed to one end of a hollow steel pipe 21 and a plurality of intermediate fixing metal fittings 23 having insert ports are arranged and fixed in the steel pipe 21 at a predetermined interval. Further, measuring rods 24 are inserted into the metal fitting 22 and the metal fittings 23 to be fixed thereto and an electric sensor 25 is arranged and fixed to the rods 24. Then, a plurality of the rods 24 and the sensor 25 are connected in series and the rods 24 are connected between the metal fittings 22, 23 and between the metal fittings 23, 23. Therefore, even when local axial tension is generated at any position of the steel pipe 21, said axial tension is transmitted to the sensor 25 through the rods 24 as the displacement between the metal fittings 22, 23 or between the metal fittings 23, 23. As a result, the local axial tension is always grasped as the average axial tension acting on the section where said axial tension is generated and, since said axial tension is electrically measured, remote measurement becomes easy.
