PURPOSE:To improve the utilizing efficiency of a line by using a transmission control circuit used for the communication between signal devices, and setting the communication channel in use and the transmission speed at each communication and using the control channel used for the setting for the communication channel. CONSTITUTION:Every time it is required to control to establish a data link, a signal monitor circuit 51 detects the occurrence of demmand of communication between tow signal equipments and a preset communication channel is used as the control channel. While control information is sent between the control circuit of the signal equipment, the connection relation between transmission control circuits 3-5 and a signal transmission circuit 16 and the transmission speed of the signal in the transmission medium are decided to control signal speed conversion circuits 6-11, signal selection circuits 12, 13, a multiplex circuit 52 and a demultiplex circuit 53. Thus, the data communication between the two signal equipments is realized to improve the utilizing efficiency of the line.
