PURPOSE:To limit return oil quantity to a relief valve for a reduction in pres sure loss by providing a pressure compensating valve between an input port and an output port, and a variable throttle valve between the output port and the pressure compensating valve. CONSTITUTION:The inlet side of a valve 1 is provided with an input port 11 and a relief valve 61, and the input port 11 communicates through a pressure compensating valve 21 with a priority port 31 and an excess port 41. The output port side of the valve 1 is provided with a variable throttle valve 51 adjacently to the priority port 31. In this constitution, pressure oil entering at the input port 11 flows through the pressure compensating valve 21 to the priority port 31 and the excess port 41, and the relief valve 61 opens when subjected to pressure equal to that at the priority port 81 to cause the pressure oil of 2-3 liters to flow into a tank end its remainder to flow into the excess port 41. Thus energy loss can be reduced.
