PURPOSE:To reduce the equipment cost and to improve the product quality by installing detectors to detect respective positions of the strip top end and the groove of a mandrel and synchronously controlling both a strip feed speed and a mandrel rotation speed. CONSTITUTION:A groove 5 into which a strip is inserted is formed on the periphery of a mandrel 1 and a piston 6 holding a strip end part is installed in the groove 5. A strip top end position detector 9 is installed on the outlet side of a pinch roll device 4 and a detector 14 detecting a mandrel speed and a position of the groove 5 is also installed on the mandrel 1. An arithmetic controller 12 synchronizes a strip feed speed with a rotation speed of the mandrel 1 by the time a strip reaches the mandrel 1 and controls a motor 3 so that a position of the groove 5 matches to a position of the strip top end. Thus, the equipment cost is reduced because of elimination of a flapper roll, etc., and the product quality is improved by prevention of damage to products.
