PURPOSE:To obtain stable and excellent conductive performance, by a method wherein a foamed layer possessing a fine cell is formed within a plastic base material held by metallic fibers confounding in multiple directions and a confounded position among the metallic fibers is pressed down by inner pressure of the cell. CONSTITUTION:15 pts.wt. metallic fiber is mixed, for example, into 100 pts.wt. vinyl chloride resin, to which a foaming agent is added, which is made into a sheet by heating and rolling at 120-140 deg.C after kneading and then foaming is increased by five times by reheating at 200-240 deg.C. Then a foamed layer 2 possessing a fine cell 3 within a plastic base material is formed. The best fine cell is formed at a point of time of about 40 seconds of heating and foaming time, the metallic fibers 1 are arranged in multiple directions due to a foaming action and confounded each other. Then a confounded position among the metallic fibers 1 within the cell 3 is pressed down by inner pressure through decomposition gas of the foaming agent and a firm connection where the metallic fibers are electrically conductive each other is obtained. Then a surface part is removed by slicing it and the metallic fiber 1 is exposed on the sliced surface 4.
