PURPOSE:To prevent the malfunction that an input signal is directly transmitted to the slave side, by turning off input side gates of a master latch circuit and a slave latch circuit on the way of switching from the read state to the latch state with respect to master and slave latch circuits. CONSTITUTION:Threshold voltages of control signals phi and the inverse of phiwhich control gates G1-G4 are so set that the gate G3 of a slave latch circuit S is switched to the enable state (mater) to the desable state (slave) and the gate G4 is switched from (slave) to (master) before the gate G1 of a master latch circuit M is switched from (slave) to (master) and the gate G2 is switched from (master) to (slave). Similarly, threshold voltages of signals phi and the inverse of phi are so set that the gate G1 of the master latch circuit M is switches from (master) to (slave) and the gate G2 is switched from (slave) to (master) before the gate G3 of the slave latch circuit S is switched from (slave) to (master) and the gate G4 is switched from (master) to (slave).
