PURPOSE:To perform an efficient test without using a repeating network, by providing a control signal simulating device for simulating a signal sequence of a control signal line between a communication equipment and the repeating network. CONSTITUTION:By a repeating connection request signal from a communication equipment 1, a control signal simulating device 11 selects a useable line among information communication lines 10 coupled directly between the communication equipments 1, 2 and informs a number of the use line through a control signal line 9 to the communication equipment 2, and when an affirmative response signal is received from the communication equipment 2, said device sends a connection completing signal through a control signal line 8 to the communication equipment 1, and informs a used line number. In such a way, one piece of the information communication lines 10 coupled directly between the communication equipments 1, 2 is connected, transmission and reception of information are started, and when the transmission and reception are ended, the communication equipment 1 sends a cutting signal to the control signal simulating device 11, and the information communication line 10 is opened.
