PURPOSE:To preclude whitening and to obtain an image of good quality by providing a conductive member in an insulating packing so that part of the conductive member is exposed in an opening and applying the conductive member with a voltage having nearly the same potential as the apparent surface potential of a recording member at the time of bias voltage application. CONSTITUTION:A recording member 100 after entire-surface exposure is mounted on the opening 2 of a developing chamber 1 with its photoconductor layer 140 down. Toner powder is atomized in the developing chamber 1 th compressed air and at the same time, the electrode 130 of the recording member 100 is biased directly with a voltage of about (+)700V. Further, the bias voltage having nearly the same potential as the apparent surface potential which is the sum of said bias voltage and a light part potential is applied to the conductive member 4 sandwiched between packings 3 and 5. Dust sticking on the periphery of the recording member 100, therefore, causes acicula discharge between a conductive member 4 and the developing chamber 1 to prevent an electrostatic latent image formed on the recording member 100 from being destroyed. Consequently, an electric field is prevented from trespassing the peripheral edge part of the recording member 100 and the density is also prevented from becoming irregular at the peripheral edge part of the recording member 100.
