PURPOSE:To make it unnecessary to select a display device by a scanning line of an input signal, by storing an image by a frame memory by synchronizing with a video input signal of a different scanning line, and outputting the stored image by a video signal of a desired scanning line. CONSTITUTION:An input video signal is A/D-converted by an input part 62 and a video signal is inputted to a frame memory 64, and also, inputted to an input timing signal generating means 68. The means 68 brings a sampling clock generated by a voltage control oscillator to N-multiplying and allows it to synchronize with a horizontal synchronizing pulse signal. Subsequently, the sampling clock is inputted to a frame memory control means 72, and the video signal is brought to sampling and a necessary image period is stored in the memory 64 at every one line to be stored in a form conforming with the number of scanning lines of an output side. The video signal of the memory 64 is outputted as a video signal of a desired number of scanning lines. In such a way, it becomes unnecessary to select a display device by a scanning line of an input signal.
