PURPOSE:To prevent the overs and shorts of labels and the inconformity of the letters on the label and the content of writing of ROMIC and to make it possible to cope with the writing-in of ROMIC of a small lot and a letter printing work by a method wherein the writingin information of ROMIC and the label letter information are concentrically controlled by a controlling part. CONSTITUTION:The title system is composed of a ROM writer 1 with which information is written on an ROMIC, a printed letter exforiating part 2 with which letters are printed on a label blank and the label is exforiated from a paste-board, an IC feeding an housing part 4 with which an ROMIC 12 is picked out from a feeding case, it is positioned at the prescribed position 3 and an ROMIC 13 is placed in a housing case from the prescribed position 5 to be used for housing, the first hand 6 with which the ROMIC is retained, the second hand 7 with which a label 9 is held by sucktion, a movable handler 8 which supports hands 6 and 7 and has a working range converting the prescribed position 3 to be used to feed IC of an IC feeding housing part 4, an IC prescribed hosing position 5, the exfoliated label position of a printed letter exforiating part 2 and a ROM writer 1 and a controlling part 10 with which the written-in information of the ROMIC is transmitted to the ROM writer 1 and label priniting information is transmitted to the printed letter exforiating part and the operation of a handler is controlled.
