PURPOSE:To obtain the titled composition capable, of imparting water and oil repellency with excellent antifouling properties and extremely high durability, by blending a methacrylic acid ester having a perfluoroalkyl group with an urethane compound and ladder polymer. CONSTITUTION:A composition obtained by blending (A) homopolymer of an acrylic or methacrylic acid ester having a perfluoroalkyl group or a copolymer thereof with a monomer copolymerizable therewith or (B) an urethane compound having a perfluoroalkyl group and (C) ladder polymer of an organosilsesquioxane. The blending ratio is preferably 30-99.9wt% component (A) or (B) and 0.1-70wt% component (C). Furthermore, a copolymer of a compound expressed by formula I and vinyl chloride, etc., is preferably used as the component (A) and a compound expressed by formula II, etc., are preferably used as the component (B). A compound expressed by formula III, etc., are preferably used as the component (C).
