PURPOSE:To provide the title compsn. which gives a film having excellent algicidal properties even after the lapse of a long time when applied to vessels, water storage tanks, fishnets, etc., by blending an aq. resin emulsion with a cationic surfactant, a specified org. acid and a plasticizer. CONSTITUTION:A vinyl monomer is emulsion-polymerized in the presence of an anionic surfactant and potassium persulfate to obtain an aq. resin emulsion (A) having a film-forming temp. not higher than 20 deg.C, a particle size of 0.05-1mu and a resin content of 20-55wt.%. 100pts.wt. (on a solid basis) component A is blended with 5-20pts.wt. cationic surfactant (B) of formula I (wherein R is -CH3 or -C2H5; R' is a 5-12C alkyl; X is Cl, Br or I) (e.g., an alkyltrimethylammonium chloride), 0.3-7pts.wt. org. acid (C) selected from the group consisting of dicarboxylic acids of formula II (wherein n is 1-3) (e.g., citric acid) and 10C or lower oxycarboxylic acids, 0-15pts.wt. plasticizer (D) (e.g., dibutyl terephthalate) and 0-50pts.wt. nonionic surfactant and/or amphotylic surfactant.
