PURPOSE:To reduce error processing operations and to improve safety by discriminating whether a magnet holder is seated in a positioning block or not and in the case of seating, treating as a normal motion and in the case of not seating, treating as an abnormal motion. CONSTITUTION:Whether a magnet holder 13 is surely seated on a positioning block 13 or not is confirmed by a sensor 23 at the initial operation. If it is seated and the signal ON can be confirmed it is in a normal state and a normal operation is applied immediately after turning a brake ON. In the case of having confirmed the signal OFF with a defective seating a magnet holder 12 is not stored correctly in the positioning block 13, so the clutch 18 of the unit using a clutch and brake together is selected. When the clutch 18 is then turned ON and the succession a motor 19 and time monitor are turned ON, the torque of the motor 19 is transmitted to a drum 15 and the winding of a plate spring 14 is started. Consequently the magnet holder 12 is held in its seating state and shifted to a normal operation.
