PURPOSE:To mount a clip and a washer smoothly by blowing air from the side part onto a gear on the outer periphery of a governor which is installed, keeping the opened surface upward for a pin on a table, and mounting the clip and the washer onto the pin, revolving the governor. CONSTITUTION:The inside governors 131 and 134 are spreading-operated by the revolution of a governor 131 due to the blowing of air from the side opposed to a gear 133, and a clip 137 and a thrust washer 138 can be smoothly mounted onto a pin 45.
