PURPOSE:To effectively transfer a file by allocating a transfer processor to a terminal to which transfer start request should be transferred. CONSTITUTION:The transfer processors 11 and 12 of its own system are connected to the terminals 31-3n of another system corresponding to the processors 11 and 12 via an interface part 4. A file transfer control part 2 is connected to the part 4. A terminal state control processor 22 of the system at the remote side is contained in the part 2 together with a transfer processor control processor 23, a transfer start request queuing processor 24 of an originating mode, and a practicable transfer start request selecting processor 25. Each of these processors is controlled by a transfer control processor 21. The processors 11 and 12 are allocated to the terminals 31-3n of the remote side via the processor 21 for execution of the file transfer processing. Thus the effective transfer of files is ensured.
