PURPOSE:To take over conventional call control data without complicated processing even in case of contacting the size of a system by deciding on that a call control data used by an old system includes no numbers that are higher than the most significant number of the call control data of a new system, then taking over the conventional call control data. CONSTITUTION:A call control data capture/release controller 3 for the old system captures call control data in the order from a smaller number to a larger number. The state of the use of the call control data can be known through a call control data use state measurering/displaying instrument 5. During night hours when communication traffic is sporadic, the number of pieces of the call control data currently used by the old system comes less than the number of pieces (ab) of the call control data of the new system; the above-side relation in the numbers of pieces of call control data is also caused by the characteristic of an equipment 3, and such a state in which there are no higher in the call control data of the old system larger than the maximum number (ab) of the new system, can be easily detected. By executing the change-over at this point in time, a call control data take-over controllers 6 can control to simply replace 1XX by 2XX without recognizing any reduction in data.
