PURPOSE:To prevent a development ghost generated due to a face that a toner whose developing performance has dropped remains, by forming a latent image of a developing level on an image carrying body to develop a toner image, and providing an eliminating means for eliminating its toner. CONSTITUTION:A blade 14 consisting of urethane rubber, etc. is provided on the lower part of a developing device 3, so that a toner eliminated by the blade 14 can be collected into the developing device 3. During a pre-process or a post-process for forming an image, or an image forming process, a latent image of developing level is formed on a photosensitive drum 1, developed and a toner image of set-solid black is formed. When an electric conduction to a solenoid 17 is cut off, a holder 15 is turned by a spring 18, a free end of the blade 14 is pressed against the peripheral surface of the photosensitive drum 1 and the toner image of set-solid black formed on the drum 1 is scraped down. When an abutting pressure of the blade 14 is set somewhat weakly, the toner whose adhesion to the drum is strong and whose developing property is inferior passes through the blade, collected into a cleaning device, and not collected into the developing device 3.
