PURPOSE:To simplify the structure of an image forming device and to reduce the external shape by providing a developing device for a low-potential part and a developing device for a high-potential part, and equalizing the developer in the developing device for the low-potential part in polarity to the residual developer in a transfer means and cleaning the residual developer. CONSTITUTION:When a desired visual image is transferred to a form by a developing device 1191 which performs the reversal development of a positive or negative image and a developing device 1192 which performs the normal development, a residual developer on an electrostatic latent image formation medium and the other visual image developer are not removed and charged electrostatically, and corona-charged electrostatically in a next cycle to equalize the residual developer in polarity to the medium. Then, exposure is performed through the residual developer on the medium and the residual developer at an unexposed electrostatic charging part is cleaned to the side of the developing roller 1181 of the developing device 1191 by the development of the developing device 1191 through the developer because it is equal in polarity. Further, the residual developer at the potential attenuation part of the medium is mixed with a newly developed developer and cleaned after passing through the developing device 1192.
