PURPOSE:To prevent a no-image part from being stained by charging a developer electrostatically simultaneously with the formation of a thin layer of an insulating one-component developer on the surface of a developing roller by a layer thickness control member which is arranged while abutting on the surface of the developing roller. CONSTITUTION:A noncontact one-component developing device is arranged oppositely to a photosensitive drum 1, and its principal part consists of a cylindrical sleeve 2 which is made of stainless steel and provided rotatably and a blade 5 which abuts on the outer peripheral surface of said sleeve 2 to control the electrostatic charging and layer thickness of the developer 3. When a developing method using this device is employed, the insulating one-component developer consists of colored developing powder 7 and colorless transparent developing powder 8 which differ in triboelectrostatic charging array. In this case, the colored developing powder 8 is charged electrostatically to the negative polarity opposite to the colored developing powder 7, so the powder 8 is attracted electrostatically with the negative potential of the no-image part and image part periphery on a photosensitive drum 1 and stuck on said parts, but the visualized image is not stained because of the colorless transparent developing powder.
