PURPOSE:To separate a chrominance signal from a luminance signal so that can be put to practical use even when a motion detecting operation in not performed so exactly, by providing a first and a second, and a third and a fourth means which generate a sum component signal and a differential component signal respectively between line and between frame for a composite television signal. CONSTITUTION:A luminance signal component YM outputted from a vertical low-pass filter circuit LPF20 and a luminance signal component YS outputted from a time LPF23 are mixed at a mixing circuit 24. A luminance signal component YD outputted from the mixing circuit 24 is passed through a horizontal band-pass filter BPF21, and a luminance signal component YB on a frequency area being superposed on the frequency area of the chrominance signal is extracted. And the luminance signal component YB and a luminance signal component YH extracted by a horizontal LPF19 are added at an adder circuit 2, then it is introduced to an output terminal 25. Thereby, the luminance signal YH on the frequency area other than the frequency area on which the chrominance signal is superposed can be always extracted up to a high pass frequency on a time base (f) in spite of a motion detecting output MS. Therefore, it is possible to improve picture quality effectively.
