PURPOSE:To improve the resolution of a necessary part without dropping a normal reading speed and increasing recognition time by increasing the resolution by a resolution switching means when the number of recognition-disabled characters stored in a storage means reaches a previously fixed value, and reading the characters again. CONSTITUTION:In normal reading operation, an accuracy switching circuit 15 is set up to low (rough) accuracy. In case of reading, total image data to be transferred to a character recognition circuit 9 is reduced as compared to the case reading out data at high accuracy, so that all processing time including reading time for one page of a scanner part, data transfer time and recognition processing time can be reduced. When there is no coincidence at the time of comparing with a recognizing dictionary circuit 7, the number of characters impossible of being recognized is counted in each line or row by a misrecognized character number counter 14, and when the count value exceeds a set value, the state is transmitted to a control part 10 and the same line is recognized by changing the accuracy. Thus, only the area including many small characters or complex characters impossible of being recognized is read out at high resolution.
