PURPOSE:To suitably attain the transfer of the transmission right at the presence of a controller not participating in the communication by excluding the controller from the order of transmitting the transmission right when the controller to acquire the transmission right next does not acquire the right regardless of an output of a transmission right transfer signal. CONSTITUTION:If an ECU to acquire the transmission right does not receive the transmission right, the transfer of the transmission right is tried to the succeeding ECU further. When the transfer of the transmission right is finished, whether or not the count of a counter C provided corresponding to the ECU to which the transfer of the transmission right is tried is 3 or over is discriminated. The counter is incremented by one each when the transfer of the transmission right is not normally executed. When the count is 3 or over, only a taken address TadNext 1 of the ECU to acquire the transmission right next is incremented by one for the revision processing. Thus, the ECU not acquiring the transmission right three times consecutively is excluded from the succeeding transfer of the transmission right.
