PURPOSE:To obtain the titled regenerated compound at a low cost, suppressing the emission of blue smoke and preventing environmental pollution, by crushing waste material of asphalt pavement, etc., forming the obtained fine powder optionally together with a filler, etc., in the form of blocks and treating the block with a thermal regeneration apparatus together with aggregate, etc. CONSTITUTION:Waste material of asphalt pavement is charged to a hopper 1 of a crusher A and passed through a feeder 2 to a primary crusher 3. The crushed product is transferred by a conveyor 4 to a secondary crusher 5, crushed, and sieved with a sieve B furnished with a screen 6 to obtain fine powder. The powder and optionally a filler are formed in the form of block with a granulator C, transferred to the hopper 8a of a waste-material storage apparatus D, charged together with aggregate, etc., into a rotary drum 16 of a thermal regeneration apparatus E and heat-treated with a burner 17 to obtain the objective regenerated asphalt compound.
