PURPOSE:To prevent water pollution arising from eutrophication by detecting a sign for the water pollution by a sensor and passing a reaction liquid to suppress the pollution in a water basin, thereby suppressing the eluting material from the bottom. CONSTITUTION:The sensor 20 which detects the sign for the water pollution is provided into a machine body 1 to be installed to the water basin where the water pollution arises. A storage tank 17 for the reaction liquid which suppresses the cause for giving rise to such sign and decreases the eluting material from the bottom is disposed. The above-mentioned reaction liquid is mixed and stirred with the water flowing in a flow passage 15 in the machine body 1 in accordance with the output of the sensor 20 in a mixer 18. As a result, the eluting material from the bottom is suppressed and the water pollution arising from the eutrophication is prevented.
