PURPOSE:To prevent mis-rearrangement due to the erroneous decision of an operator from being generated, by performing a processing which performs the rearrangement on a storage medium with high speed or low speed by a program, corresponding to the number of times of use per weighted unit capacity. CONSTITUTION:The number of times of use tabulating part 1 tabulates the number of times of use at every file and every period, and stores it in the number of times of use tabulation table storage part 4 with a file capacity. After tabulation, tabulation completion information is issued to a storage medium decision part. The storage medium decision part 2, after calculating the number of times of use per the weighted unit capacity for all of the files based on a tabulated number of times of use, weighing stipulated at every period, and a capacity of the file, allocates them in media with different access speed in the sequence of a value with the largest size, and stores them in the number of times of use table storage part 5. When a file housing substitution part 3 receives allocation decision completing information, the classification of the file is fitted for the classification decided by the storage medium decision part 2.
