PURPOSE:To quickly thaw the inside of components by heat-conductively connecting the outer surface of a solid electric heat generator generating a high temperature to outer surfaces of multiple pump components arranged in a pump cover. CONSTITUTION:The outer surface of a solid electric heat generator 50 generating a high temperature is brought into contact with the outer surface of a pump casing 4 and pressed by a support body 52. The support body 52 is an elastic heat conductor and transmits heat to a pressure chamber 10 made of synthetic resin, an intake joint 16, and a discharge pipe. Accordingly, when a motor circuit is closed, the frozen water in pump components is melted in a short time.
