PURPOSE:To improve the efficiency of readout and write, by attaching discrimination information whether the write should be performed or not on a file opened at the time of reading out information. CONSTITUTION:By specifying the file from an input part 2 when the information is read out, a central processing part 3 opens the file. After a readout processing is completed, the discrimination information whether or not the write should be performed on the file is attached from the input part 2. The central processing part 3 omits the closing operation of an opened file when the write is performed on the file based on the discrimination information. Also, when the write of the information is performed, it is judged whether the file is already opened based on the discrimination information, and the opening processing of the file is omitted based on a judged result. In such way, it is possible to reduce the number of times of the opening and closing of the file, and to improve the efficiency of the readout and the write.
