PURPOSE:To enable a condition to be accurately decided on the high ground or the like, by providing a throttle switch, which is turned on when an intake throttle valve opening is placed in its fully closed or opened condition, and comparing a differentiated value of an engine speed with the predetermined decision value deciding the opening to be placed in the fully closed or fully opened condition. CONSTITUTION:In the operative condition of an internal combustion engine 2, a control circuit 12 decides first whether or not a full open decision flag is 1 and whether or not a throttle switch 16 is turned on, when the decision is NO. Here when the decision is NO, a control advances to an end, and when the decision is YES, the control circuit, fetching an ignition pulse of the internal combustion engine 2 from an ignition coil 10, calculates a differentiation value DELTAX of an engine speed X in every ignition pulse. Next the control circuit decides whether or not this differentiation value DELTAX is larger than the preset decision value Y, and the control decides the opening to be placed in the fully closed condition advancing to the end, when the decision is NO, while the opening to be placed in the fully opened condition advancing to the end when the decision is YES.
