PURPOSE:To provide possibility of conducting the performance test even while hydraulic wheel is in operation, by incorporating the constitution in which at least part of a transmission mechanism for a guide ring for operating a guide vane using a pneumatic cylinder is removable, or by furnishing a means to nullify the acting force of pneumatic cylinder. CONSTITUTION:If in emergency a pneumatic cylinder 1 is actuated, the end 3' of a guide link 3 is pressed through a rod 2, and upward turn of the guide link 3 causes a guide vane connected through a link mechanism 4 to rotate in shutting direction. In the emergency shutting device in above-mentioned constitution, a through hole 5 is formed at the end 3' of a guide link 3, and a screw hole 6 is formed in part of said through hole 5. A pin 8 with a screw 7 furnished partially is screw fitted in said through hole 5. This ensures that the performance test for the emergency shutting device can be carried out regardless of the position of the guide link 3 even while the hydraulic wheel is in operation, provided that water pin 8 is in the condition removed from the through hole 5.
