PURPOSE:To reduce the capacity of a cycloconverter by controlling a guide vane opening with the difference between a target speed and an actual speed hear a zero slip to pass it through the vicinity of zero slip in a short time. CONSTITUTION:A command value calculator 15 calculates the opening command value HV and a target speed N0 of a guide vane in accordance with a static head H and an output command P0. A phase angle calculator 116 inputs an effective power, an output command P0, a speed command value N0 and a speed N, and calculates a phase angle of a secondary winding. A guide vane controller 29 uses as a coefficient zero when the value N0 is out of an inhibiting zone and the product of a constant and a guide vane function HV when in the inhibiting zero. An adder 30 adds the output of the controller 29 and the output HV of the calculator 15, and applies it to a valve opening setter 14.
