PURPOSE:To provide the titled compsn. which is suitable for use in strengthening the adhesion of a paint for finishing the wall surfaces of buildings, has excellent adhesion and water resistance and is non-pollutant, safe and of an aq. emulsion type, by consisting of an aq. acrylic emulsion and an aq. emulsion of a chlorinated rubber. CONSTITUTION:An acrylic monomer such as an alkyl (meth)acrylate is emulsion- polymerized in the presence of an emulsifier (e.g., a polyoxyethylene alkyl ether, a basic salt of an alkylbenzenesulfonic acid) and a radical polymn. catalyst (e.g., a water-soluble inorg. peroxide) to obtain an aq. emulsion (A) having a solid content of 30-65wt%. The component A is blended with an aq. chlorinated rubber emulsion (B) having a solid content of 10-35wt%, obtd., by dissolving a chlorinated rubber in an org. solvent such as toluene in such an amount as to give a concn. of 10-50wt% and adding dropwise water thereto with stirring to emulsify it by an inversion method, in a weight ratio of A to B of 1/1-9 on a solid basis. If desired, a corrosion-resistant pigment, a color pigment, a filler, a thickener, a plasticizer, etc. are added thereto.
