PURPOSE:To form a surface coating having high adhesive strength, by treating the surface of a substrate of titanium carbonitride-base cermet with alkali so as to activate the surface and then by forming a hard coating layer by a chemical vapor deposition method. CONSTITUTION:The surface of the titanium carbonitride-base cermet substrate is treated with alkali such as NaOH solution, etc., to undergo activation. Subsequently, the hard coating layer composed of a single layer of one kind or a multilayer of >=2 kinds among carbides of the metals of groups IVa, Va, and VIa, nitrides of the metals of groups IVa and Va, oxides of group-IVa metals, solid solutions of >=2 kinds of the above, and further Al2O3 is formed by a chemical vapor deposition method. In this way, the surface-coated titanium carbonitride-base cermet having high adhesive strength of the hard coating layer to the substrate surface can be manufactured.
