PURPOSE:To obtain a non-glaring sheet having ray scattering controlling function, by coating one surface of a composite film prepared by slitting a transparent film substrate having a ray transmission controlling material layer with an adhesive so as to provide a special shape, curing the adhesive and cutting the resultant sheet into a given shape. CONSTITUTION:A transparent film substrate 1 having a ray transmission controlling material layer 2 provided thereon is slit to a given width to form a composite film 3. The film is then wound so as to provide a polygonal cross-sectional shape of the resultant roll while coating one surface thereof with an adhesive in an adhesive coating part 5 just before winding the sheet and then the adhesive is cured to subject the above-mentioned layers to interlayer bonding. The obtained sheet is subsequently cut into a desired form from the winding end face to afford the aimed non-glaring sheet.
