PURPOSE:To prevent natural falling caused by detaching of metal from a lance, which is kept from lowering due to sticking of metal, by arranging detecting instrument for loosened wire suspending the lance, in the lifting device for raising/lowering the oxygen top blowing lance in a converter. CONSTITUTION:The oxygen top-blowing lance 10 inserted from a hole 8 of the dust collecting hood 6 in the converter 2 is fitted to a carriage 14 and suspended by the wire 18 and freely raised/lowered by a winding drum 24. A hole cone 12 is fitted on the lance 10, to close the hole 8 of the dust collecting hood 6, but in case the molten metal in the converter splashes and sticks to the hole cone, even if the wire 18 is loosened, the lance 10 does not fall, and at the time of detaching of the stuck metal, the lance 10 suddenly drops by granty. In order to prevent this, the detecting instrument 28 for loosened wire 18 is fitted to a shifting carriage 26 mounted with the winding drum 24, and by detecting the loosening of wire 18, latching of the wire caused by sticking of metal to the lance 10 is detected, and by eliminating the loosening of the wire, sudden dropping of the lance by the dead weight is prevented.
